Focus is American and Canadian contexts. Past Research Interests Study of the capacity of small communities and their local governments to deal with change, particularly economic transition and reductions in financial resources; examination of strategies for improving local government performance and accountability; inquiry into factors facilitating the development of sustainable communities. Research was conducted at the local municipal level of governmental activity and secondarily at the state or provincial level in the United States and Canada, and more recently in New Zealand.
