Abstract
Post—disaster analysis of large scale events such as 9/11 and the uncoordinated hazard management of local, state and federal agencies during Hurricane Katrina enhanced the debate about how to re-shape systems of mitigation and preparedness to increase management capacity for hazardous incidents. This debate produced consensus about the need to strengthen local, cross—sector collaboration in hazard planning.
Considering the importance placed on resilience—focused cross—sector collaboration, it is imperative to understand the various forms of collaboration that are taking place across communities. This study examines extent and quality of resilience-focused collaboration with public, quasi-public/not—for—profit and private sectors and identifies limiting factors of collaborative planning throughout counties in FEMA Region X. Strategies for sustaining cross-sector collaboration are identified and discussed.
